IS 302 (Part 1):2024 / IEC 60335-1:2020

Household and similar electrical appliances — Safety — Part 1: General requirements

apartmentPublishing Organization:Bureau of Indian Standards (BIS)

Standard Introduction

IS 302 (Part 1):2024 is India's current general safety standard for household and similar electrical appliances, technically linked to IEC 60335-1:2020. Under the 2026 Quality Control Order, covered appliances must conform and bear the BIS Standard Mark under a licence.

The general implementation date was 1 October 2026, with later dates for small and micro enterprises. Manufacturers must first test QCO scope and exclusions, then combine Part 1 with the relevant product-specific requirements, BIS product manual, recognized testing and licensed production controls.

Mandatory QCO Baseline

India's 2026 Quality Control Order requires covered appliances to conform to IS 302 (Part 1):2024 and bear the BIS Standard Mark under a licence. The general implementation date was 1 October 2026.

Broad Electrical-appliance Scope

The Order covers household, commercial and similar appliances rated up to 250 V for single-phase appliances and 480 V for other appliances, including DC-supplied and battery-operated products, unless another mandatory regime covers them.

General Plus Product-specific Rules

Part 1 provides the general safety baseline. Manufacturers must also identify and apply the relevant IS 302 Part 2 requirements or other referenced product-specific requirements for each appliance.

list_alt What Manufacturers Need to Resolve

  • Whether the product falls within the 2026 QCO voltage and use scope
  • Whether another QCO or mandatory BIS notification takes precedence
  • The applicable IS 302 Part 2 or other product-specific requirements
  • Product classification, markings and instructions
  • Protection from electric shock, heat, moisture, fire and mechanical hazards
  • Battery, component and abnormal-operation requirements where applicable
  • Testing by BIS-recognized laboratories and controlled model grouping
  • BIS licence, Standard Mark, production controls and change evidence

Who Needs to Comply?

groups

Indian and foreign manufacturers supplying covered household, commercial or similar electrical appliances in India; importers coordinating compliant supply; product engineering, safety, quality and regulatory teams; BIS licence holders; and laboratories testing covered product families.

Key Requirements

1

Perform the QCO Scope Test

Confirm intended household, commercial or similar use and rated voltage. Exclude products only when another QCO under the BIS Act or another mandatory BIS certification notification covers them, and retain the basis for that decision.

2

Build the Applicable-standard Set

Use IS 302 (Part 1):2024 as the general baseline and identify the relevant Part 2 or other product-specific requirements. The QCO's appliance list is extensive, but the exact product and applicable current editions still require confirmation.

3

Design and Test the Safety Functions

Address applicable requirements for classification, marking, access to live parts, heating, leakage current and electric strength, moisture resistance, abnormal operation, mechanical hazards, construction, wiring, components and supply connections.

4

Address Battery and Component Evidence

The 2024 edition expands coverage to DC-supplied and battery-operated appliances and adds metal-ion battery charging considerations. Maintain supplier certificates or suitable test reports for components where the standard and BIS guidance require them.

5

Obtain and Maintain the BIS Licence

Complete the Scheme-I application, product testing and factory assessment needed for the approved scope, then apply the Standard Mark only under a valid BIS licence and follow the applicable product manual and Scheme of Inspection and Testing.

6

Control Models, Production and Changes

Link the tested samples to the licensed model group, production records, markings and critical components. Review design, component, supplier, software, battery and model changes before release and obtain BIS approval or additional testing where required.

Implementation Roadmap

1
Phase 1schedule Duration: 2-4 weeks

Decide QCO scope and responsibility

Record the product's intended use, rated voltage, supply type, manufacturing location and Indian supply route. Check whether another QCO or mandatory BIS notification governs it before treating IS 302 Part 1 as the controlling route.

2
Phase 2schedule Duration: 3-6 weeks

Map the complete standard set

Map IS 302 (Part 1):2024, the relevant Part 2 or referenced product standard, the current BIS product manual and Scheme of Inspection and Testing to each model group, critical component and evidence owner.

3
Phase 3schedule Duration: 8-20 weeks

Test and complete certification

Close design and marking gaps, qualify critical components, test representative models through BIS-recognized facilities, support factory assessment and obtain the Scheme-I licence for the approved scope.

4
Phase 4schedule Duration: Ongoing

Control marking and licensed production

Apply the Standard Mark only to licensed products, operate the required inspection and testing controls, retain production evidence and reassess changes before including new models, components or suppliers.

How the Appliance-safety Documents Work Together

Conformity depends on the legal QCO, the Indian general standard, the applicable product-specific requirements and the BIS certification controls.

Common Misconceptions

cancel
Myth

Every electrical product in India follows this QCO.

check_circle
Reality

Products already covered by another QCO under the BIS Act or another mandatory BIS certification notification are excluded from this Order and must follow their own route.

cancel
Myth

The 90-product list is the complete legal scope.

check_circle
Reality

The operative scope is defined by intended application, voltage and exclusions. The list provides examples and does not replace a documented scope assessment.

cancel
Myth

Part 1 testing alone is always sufficient.

check_circle
Reality

A relevant Part 2 or other product-specific reference can add or modify requirements for the appliance.

cancel
Myth

A supplier's IEC certificate authorizes use of the BIS Standard Mark.

check_circle
Reality

Only a valid BIS licence for the approved product scope authorizes the Indian Standard Mark; external evidence must still fit the Indian certification route.

Penalties & Enforcement

warning

The 2026 Quality Control Order makes BIS the certification and enforcement authority and states that contraventions are punishable under the Bureau of Indian Standards Act, 2016. Consequences depend on the violation and enforcement action and can include action against the licence, use of the Standard Mark, manufacture, import or sale. The Order also contains limited exclusions and transition provisions that must be documented before reliance.

Frequently Asked Questions

Is IS 302 (Part 1):2024 mandatory in India?

expand_more

The standard is mandatory for electrical appliances covered by the Safety of Household, Commercial and Similar Electrical Appliances (Quality Control) Order, 2026. The Order requires conformity and a BIS Standard Mark under licence; products governed by another mandatory route are excluded from this QCO.

Which products are covered by the 2026 QCO?

expand_more

It covers household, commercial and similar electrical appliances rated up to 250 V for single-phase appliances and 480 V for other appliances, including DC-supplied and battery-operated appliances. The Order lists 90 examples, but applicability depends on the legal scope and exclusions, not only the list.

When did the requirement begin?

expand_more

The general implementation date was 1 October 2026. The Order specifies 1 January 2027 for small enterprises and 1 April 2027 for micro enterprises, using the definitions in India's MSME legislation.

Is Part 1 enough for product testing?

expand_more

Not always. Part 1 contains general requirements. The relevant IS 302 Part 2 or another product-specific standard may modify or add requirements and must be identified for the exact appliance.

Does an IEC 60335-1 report automatically obtain the BIS licence?

expand_more

No. IS 302 (Part 1):2024 is technically linked to IEC 60335-1:2020, but the manufacturer must follow the Indian standard set, QCO, BIS product manual, recognized-laboratory and licence process. Report scope, national modifications and the tested model still need review.

What exemptions or transition provisions exist?

expand_more

The Order excludes domestically manufactured goods for export, provides a limited annual R&D-import provision for manufacturers, and permits declared qualifying pre-implementation stock to be sold for up to six months. Each provision has conditions and should be documented before use.
