GB 12801-2025
General requirements of safety in production process
Standard Introduction
GB 12801-2025 is China's current mandatory national standard for production-process safety. Published on 31 December 2025 and effective from 1 October 2026, it fully replaced the recommended GB/T 12801-2008 edition.
It applies across the planning, design, organization, operation, assessment and supervision of enterprise production processes. Organizations need a site-specific evidence map covering risk responsibilities, layout, buildings, processes, equipment, materials, storage, electrical safety and protection against workplace hazards.
Mandatory Since 1 October 2026
GB 12801-2025 is a Chinese mandatory national standard for production-process safety. It replaced the recommended GB/T 12801-2008 edition when it became effective.
Whole Production-System Scope
Applies to planning, design, organization and implementation of enterprise production processes, as well as safety assessment, supervision and development of supporting safety requirements.
Engineering and Management Controls
Organizes controls around objectives and risk, site and layout, buildings, processes, equipment, materials, storage, transport, electrical safety and protection against major workplace hazards.
list_alt What Organizations Need to Control
- Production-safety objectives, responsibilities and risk management
- Site selection, plant layout and safe separation
- Buildings, structures, work areas and access
- Process design, operating organization and change control
- Machinery, equipment, installations, pipelines, cables and utilities
- Materials, products, residues, storage and internal transport
- Fire, explosion, dust, toxic exposure, electrical, lifting and fall hazards
- Inspection, maintenance, emergency arrangements and retained safety evidence
Who Needs to Comply?
Enterprises that plan, design, build, modify, expand, organize or operate production processes in China; engineering and construction teams; equipment, process and electrical owners; environment, health and safety functions; contractors; and organizations assessing or supervising production safety.
Key Requirements
Establish Objectives and Accountable Risk Control
Define production-safety objectives, responsibilities and a documented process for identifying hazardous and harmful factors, evaluating risk and selecting controls across the production lifecycle.
Control Site, Layout and Buildings
Address natural and surrounding hazards, safe distances, traffic and evacuation, functional zoning, buildings and structures when selecting sites and arranging production areas.
Design Safe Processes and Equipment
Apply inherently safer design and protective measures to processes, machinery, installations, pipelines, cables, controls and utilities; consider normal work, foreseeable abnormal conditions, maintenance and emergencies.
Manage Materials, Storage and Transport
Identify material hazards and control receipt, use, transfer, storage, handling, waste and residual materials, including compatibility, containment, labelling and internal transportation.
Provide Hazard-Specific Protection
Implement appropriate measures for fire and explosion, dust and toxic exposure, electrical shock, lifting, falling, mechanical hazards and other hazardous or harmful factors present in the process.
Sustain Controls With Evidence
Assign inspection, maintenance, training, contractor, emergency and change-management controls, then retain records that show hazards were reviewed, measures were implemented and deficiencies were closed.
Implementation Roadmap
Define the production-process boundary
Map sites, processes, buildings, equipment, utilities, materials, storage, internal transport, contractors and lifecycle activities. Record which legal and sector requirements apply in addition to GB 12801-2025.
Run a clause-based hazard and gap review
Identify hazardous and harmful factors for normal work, start-up, shutdown, cleaning, maintenance, foreseeable abnormal conditions and emergencies. Map each applicable requirement to an owner, control and evidence record.
Prioritize engineering and protective measures
Close high-consequence gaps first through inherently safer design, substitution, isolation, guarding, ventilation, automation and other engineering measures, then add administrative controls and personal protection where residual risk remains.
Verify, release and sustain
Commission controls, train affected workers, test emergency arrangements, close findings and connect management of change, inspection and maintenance to the controlled process baseline.

GB 12801 Edition and Status Changes
Confirm the document number as well as the year and prefix: the 2025 edition changed both the content baseline and mandatory status.
| Document | Status | Practical meaning |
|---|---|---|
| GB 12801-1991 | Withdrawn mandatory standard | Earlier general safety and health requirements; replaced in 2008 |
| GB/T 12801-2008 | Withdrawn recommended standard | Previous general requirements; fully replaced on 1 October 2026 |
| GB 12801-2025 | Current mandatory standard | Current production-process safety baseline in China |
| ISO 45001:2018 | Voluntary management-system standard | Can support governance and continual improvement but does not substitute for GB 12801 conformity |
Common Misconceptions
An ISO 45001 certificate automatically covers GB 12801-2025.
Certification can provide useful management-system evidence, but the organization must still map and verify the mandatory China-specific production-process requirements.
A published standard is mandatory from its publication date.
Publication and implementation dates differ. GB 12801-2025 was published on 31 December 2025 and became effective on 1 October 2026.
Personal protective equipment is enough to close every gap.
Risk control should prioritize safer design and engineering measures; procedures and personal protection address residual risk rather than replace feasible source controls.
A one-time factory inspection proves continuing conformity.
Production safety depends on configuration, maintenance, competency, field conditions and controlled change, so evidence must be sustained after the initial review.
Penalties & Enforcement
GB 12801-2025 is mandatory, but the standard itself is not a standalone penalty schedule. Authorities may use nonconformity as evidence when applying China's production-safety, product-quality, fire, occupational-health or sector rules. Consequences depend on the applicable law and facts and may include correction orders, suspension, administrative penalties or liability after an incident.
Frequently Asked Questions
Is GB 12801-2025 mandatory?
expand_more
Yes. The official Chinese catalogue classifies GB 12801-2025 as a mandatory national standard. It was published on 31 December 2025 and became effective on 1 October 2026.
What did GB 12801-2025 replace?
expand_more
It fully replaced GB/T 12801-2008. The prefix changed from GB/T, used for a recommended national standard, to GB, used here for a mandatory national standard.
Which activities are in scope?
expand_more
The official scope covers planning, design, organization and implementation of enterprise production processes, development of related production-safety requirements, and assessment or supervision of safety conditions and measures. Sector-specific rules can add further obligations.
Does ISO 45001 certification prove compliance with GB 12801-2025?
expand_more
No. ISO 45001 can support the management-system layer, but it does not replace the China-specific mandatory technical and management requirements or evidence for the actual production process. A mapping and site-specific verification are still needed.
Does the standard apply only to new factories?
expand_more
No. New, modified and expanded projects need design-stage control, while the scope also reaches organization and operation of production processes and assessment or supervision of existing safety conditions and measures.
What should an organization do first?
expand_more
Define the process boundary, identify applicable sector law, run a clause-based hazard and evidence review, and immediately prioritize high-consequence gaps involving fire, explosion, toxic exposure, electricity, lifting, falls or other serious hazards.
